C R I S I S W E B N E W S Tuesday, March 7, 2000 ICG SOUTH BALKANS ----------------------------- --> See http://www.crisisweb.org for the full report and the press release The International Crisis Group (ICG) today releases a report examining the role being played in post-war Kosovo by the leaders and members of the Kosovo Liberation Army (KLA) - formally dismantled last September, but still exercising pervasive influence. The approach so far adopted to the continuing influence of the KLA by the UN Mission in Kosovo (UNMIK) and the NATO-led Kosovo Force (KFOR) is described by the report as "tolerant confrontation". While some of the most threatening gangs have been rounded up, the most co-operative elements of the KLA have been co-opted into the new police service and protection corps, and there has been no attempt to systematically destroy it as an organisation. The difficulty now for the international community is that while it is impossible to ignore the problem posed by continuing KLA influence, it still seems unwise to confront it to the point of generating a full-scale shooting war. The ICG's preferred approach is for "tough-minded co-option" - an extension of the policy of seeking direct involvement by KLA elements in building Kosovo's future, but at the same time showing a renewed and resolute determination to crack down on those elements involved in organised crime and violence.
