The Oregon welfare agency, Adult & Family Services
Division of the Dept. of Human Services, has been
suggesting, via written literature, to its "clients"
to "check the dump and residential/business dumpsters"
in order to save on the cost of necessities. This
according to Street Roots http://www.streetroot.org ,
a Portland based paper run by and for the homeless.
According to the story, these actions are currently
against state law.
Privatization - Bringing the benefits of social
darwinism to every member of society.
