Actually, truck-bombs showed to be more effective, yet far less costly, than cruise missiles in attacking embassies, as the cases of US embassies in Kenya and Tanzania showed in comparison with the case of Chinese embassy in Serbia. The "problem" with cruise missiles is that they were originally designed to carry a small nuclear bomb (in which case they would indeed be as destructive as a Boeing 767 with a full tank of fuel if not more). Conventional warhead significantly reduces the bang-for-the-buck effect. Things to watch for: joint development of a large stealth cruise missile carrying a "vacuum" bomb by Lockhed-Martin and Raytheon.
