[As the forwarded URL suggests: Operation TIPS has now been permanently
removed from the US Citizen Corps web site. The site changed several times
the last year, as http://www.thememoryhole.org/policestate/tips-changes.htm
attests to.  After recent Justice Department attempts at privatizing the
proposed TIPS operations -- effectively to bypass the Fourth Amendment and
the Freedom of Information and Privacy Act -- met with strong opposition, it
appears that the idea of open information sharing has been returned to the
public domain as simple computer code. -af]
