If there was one universally understood message from the bombing of
Yugoslavia (and Iraq for that matter) it was that any country, small or
large, can be bombed and destroyed with impunity if it has no serious
(read: nuclear) retaliatory potential and a U.S. president doesn't like
it.

Makes widespread nuclear proliferation almost inevitable in next few
years. The 21st is gonna be a fun century :)
