<nettime> intelligent life on the net

I have a question for nettimers, being a somewhat unique collection of 
critical thought on the net.  Is there intelligent life on the net beyond 
nettime?  The question comes to mind after hearing a comment about 
Atlanta, that intelligence life doesn't exist outside the perimeter (a 
loop of highways that mark the city limits).  Comments?
