Clearly you have not referenced basic texts on human relation (Machiavelli, for example), or have some incredibly warped pseudo-utopian point of view which does not note the range of behavior that humans inflict on other humans in service of the State (or the tribe or clan or clique or party or family)... Please get over this fake indignant surprise and get with the program. This whole concept of surprise is only evidence of selective amnesia, childish expectations, and/or just plain ignorance.
