The paper "Flexible Networking, Information and Communications Technology
and Local Economic Development" is attempting to apply the concept of
"flexible networking" as developed in the manufacturing collaboratives of
Emilia Romagna and elsewhere (such as AceNet in Applachia) to distributed
public access computing and computer mediated distributed work in a rural
environment.
