[source: ceejobs, conflict list] Community Information Center Program Manager for Kosovo, based in Skopje Responsibilities: The managers of the Community Information Centers are responsible for all activities of the centers in Tetovo/Kumanovo and Gjilan: The Community Information Centers aim: To provide vulnerable, minority and refugee communities with accurate information and increased access to available local services, humanitarian assistance and community activities and resources in eastern Kosovo and northern Macedonia. To provide information to facilitate educated decision-making on the part of refugees about returning to their homes in Kosovo and Serbia by increasing the flow of accurate cross-border information regarding social and living conditions. To improve social and economic conditions in selected villages of eastern Kosovo and southern Serbia through the funding of sustainable community based activities. To create a network of local NGOs, community-based organizations and associations in northern Macedonia, southern Serbia and eastern Kosovo that will facilitate the exchange of information and will strengthen their capacities to provide services to vulnerable communities, refugees, and minorities. To assist in the collection of information related to the changing security situation and when needed assist in the planning of IRC's response to any emergency or humanitarian intervention. To work with the counterpart CIC manager to coordinate activities in Kosovo and Macedonia This position is Skopje-based but requires regular travel to the Kumanovo, Tetovo, and Gnjilane/Gjilan CICs. The CIC Project Manager has extensive management experience working in humanitarian operations and a strong knowledge of refugee protection issues. S/he has team spirit and is able to effectively supervise staff, evaluate and follow up on the information collected in accordance with the aims of the project. The CIC Manager reports to the deputy head of mission. Reporting language is English. Specific duties include: Supervise and guide between eight-twelve Development Officers. Develops and trains staff in CIC procedures. Supervises all NGO development/capacity-building related activities carried out by the NGO Development Officer. Writes regular reports for submission to donor. Coordinates activities of CICs with donors, local officials, UNHCR, other NGOs. Identifies concepts and drafts proposals for projects complimentary to CICs. Requirements: College degree in related field, masters/law degrees a plus. Human rights/protection knowledge and experience preferred, Experience in a conflict zone is preferred, Strong English language skills essential. Experience working in a multi-ethnic office. Ability to work in a tense environment.
