What happens when the employers start accessing the databank? Will that not lead to a highly efficient repression, that will all but end appropriations?

Also, will the data be sorted by countries or regions whith similar social systems or what? The same appropriations that work well in, say, Yugoslavia, are impossible to do in EU.
